Results & Goals
A Record of Results for San Carlos
Fiscal Responsibility
As your Councilmember, I’ve been dedicated to balancing our budget while maintaining the excellence of our police and fire services. When I was Mayor in 2010, I
worked with the Council to solve our city’s $3.5 million structural deficit.
Public Safety
By partnering with the San Mateo County Sheriff’s office, we were able to retain all officers and police department employees, despite tough economic times and
budgetary constraints. In fact, we increased our police presence in San Carlos. Even when times are tough, public safety must be a top priority.
Economic Development
I have worked hard to bring new businesses to San Carlos, like our popular new Peet’s Coffee. We also secured a $2.8 million community grant to make east-side
improvements, and the City has implemented a new branding and marketing project to attract new businesses and good jobs to San Carlos.
Environmental Stewardship
I have been committed to protecting our environment in San Carlos. Over the last four years, we’ve increased our recycling programs, made sure all parks were kept
open despite the economic downturn, and introduced new climate action and green building plans to conserve energy and reduce our contribution to climate change
locally.
Royce's Goals for San Carlos' Future
Be Fiscally Responsible
• Maintain our newly balanced budget, manage our surplus carefully and direct it towards long-overdue capital
investments while building future reserves.
• Work together with other cities and our County to get the most bang for our bucks. San Carlos is now recognized as a
local leader in reducing spending and making government more efficient. We have shared parks and recreation services
with Half Moon Bay and contracted with the County on ordinance enforcement. We are currently exploring sharing
portions of public works with Redwood City and fire services with the County.
• Implement customer satisfaction surveys on our most-critical police, fire, and city services. Progress will be communicated
to our citizens through our new quarterly newsletter, “Good Living.”
Grow Our Economy
• Diversify our downtown dining opportunities and support our local small business owners.
• Work with the Economic Development Advisory Commission and local businesses to foster expanded business growth.
• Expand the City’s branding and marketing program in order to attract and retain new local businesses.
Increase Public Safety
• Explore the possibility of expanding our Emergency Medical Services, which would improve EMS response times and
help us lower costs for our Fire Department. We should investigate moving away from today’s “fire truck responds to
all 911 calls” model.
• Continue to develop our Safe Routes to School program so that all kids can get to school in San Carlos safely and
efficiently, work to make all school zones safer, and look at busing options.
Protect Our Environment
• Develop an Urban Canopy Program in San Carlos, with the planting of hundreds of new trees.
• Push for new plastic bag and styrofoam bans, expand commercial recycling, fine tune our new single-stream recycling
program, and encourage businesses to go green.
• Encourage smart, transit-oriented development.
Improve Parking and Traffic
• Update the City’s Parking Master Plan with improved signage and better parking opportunities.
• Make traffic improvements along key corridors like Holly, Alameda, Brittan, Howard, and San Carlos Avenue.
